Impact Aid

Impact Aid Purpose

Many local school districts across the U.S. include within their boundaries parcels of land that are owned by Federal Government or that have been removed or that have been removed from the local tax rolls by Federal Government, including Indian lands.  These school districts face special challenges:  they must provide a quality education to the children living on Indian and other Federal lands, while sometimes operating with less local revenue than is available to other school districts.

Impact Aid law (Title VII ESSA of 2015) refers to local school districts as local educational agencies = LEAs

Purpose of Impact Aid to compensate LEAs for:

  • Lost local revenue due to tax-exempt federal property (leased lands)

  • Increased expenditures for federally connected children.

How does CCSD Use Impact Aid funds?

School districts use Impact Aid funds in the manner that aligns with their local and state requirements such as:

  • Salaries of teachers and teacher aids.

  • Purchasing textbooks, computers, software, and other equipment.

  • Afterschool programs and remedial tutoring.

  • Advanced placement classes and special enrichment programs.

  • Extra costs of educating children with disabilities.

Program Components:

  • Payments for Federal Property (Section 8002)

  • Basic Support Payments (Section 8003b)

  • Children with Disabilities Payment (Section 8003d)

  • Construction Grants (Section 8007)

  • Facilities Maintenance (Section 8008)
